Assessments against the CPSS-IOSCO Principles

In April 2012, the then Committee on Payment and Settlement Systems (CPSS) and the International Organization of Securities Commissions (IOSCO) published the Principles for financial market infrastructures (CPSS-IOSCO Principles). [Note 1]

Reflecting their international commitments, the ½ñÈÕÈÈÃÅʼþ (ASIC) and the Reserve Bank of Australia (RBA) have undertaken to periodically carry out and publish:

  • assessments of domestic clearing and settlement (CS) facility licensees against the CPSS-IOSCO Principles (CPSS-IOSCO Principles Assessments). The CPSS-IOSCO Principles Assessments are conducted jointly by ½ñÈÕÈÈÃÅʼþand the RBA to evaluate the observance of the 24 principles by a licensed Australian CS facility, and
  • self-assessment of ½ñÈÕÈÈÃÅʼþand the RBA against the associated Responsibilities of central banks, market regulators, and other relevant authorities for financial market infrastructures (the CPSS-IOSCO Responsibilities Assessment). The CPSS-IOSCO Responsibilities Assessment is a joint self-assessment of how ½ñÈÕÈÈÃÅʼþand the RBA have met the five CPSS-IOSCO responsibilities in their regulation and oversight of CS facilities. Consistent with international expectations, this report provides transparency around the roles of ½ñÈÕÈÈÃÅʼþand the RBA in the regulation and oversight of Australian CS facilities and, in particular, the application of the CPSS-IOSCO Principles to these financial market infrastructures.

Both reports are prepared in accordance with the guidance contained in the CPSS-IOSCO, Principles for financial market infrastructures: Disclosure framework and assessment methodology. [Note 2]

The reports are primarily targeted at an international audience, for instance as input to future peer reviews, either by the Committee on Payments and Market Infrastructures (CPMI) and IOSCO (CPMI-IOSCO) Implementation Monitoring Task Force or by international organisations such as the International Monetary Fund.
